Andy Wilson

Andy Wilson is the Senior Director for Analytics at Third Horizon, where he serves as the technical lead for price transparency, payment reform, and alternative payment model engagements. He designs pricing and reimbursement methodologies for state Medicaid programs, commercial payers, and health care organizations, with a focus on value-based care and episode-based payment strategies.

Andy brings more than 13 years of experience in health care payment design, pricing strategy, and data analytics across commercial, Medicaid, and Medicare populations. His expertise includes episode-of-care analytics, provider attribution methodologies, risk adjustment, target benchmarking, quality measurement, and performance reporting.

Prior to joining Third Horizon, Andy held leadership roles with Signify Health and Altarum. As Senior Vice President at Signify Health, he led episode-based payment and analytics initiatives across national payer and provider markets. During his time at Altarum, he led the PROMETHEUS Analytics research team and co-developed the PROMETHEUS episode-of-care framework, a foundational bundled payment methodology used by payers and providers nationwide. He also designed the PROMETHEUS Analytics risk adjustment methodology and led development of the Risk-Standardized Rate of Potentially Avoidable Complications measure submitted to the National Quality Forum. His published work in Health Affairs Forefront on payer pricing file validation has contributed to national policy discussions surrounding price transparency.

Andy earned a Doctor of Philosophy from Brandeis University, where he was an AHRQ Fellow, a Master of Public Health from Tufts University, and a Bachelor of Science from Grand Valley State University.
