Bobby Schenck

Bobby Schenck is the Managing Director for Actuarial Services at Third Horizon, where he leads actuarial and payment design initiatives that help organizations navigate complex reimbursement structures and risk-based care arrangements. He advises clients on value-based care, actuarial analytics, trend analysis, and alternative payment model design, with a particular focus on behavioral health financing and payment strategy.

Bobby brings 15 years of experience in actuarial science and health care analytics across Medicaid, Medicare Advantage, commercial insurance, self-insured employer, and dental markets. His expertise includes risk score modeling, IBNR reserving, rate setting, plan pricing, risk-based capital determinations, and value-based payment design.

Prior to joining Third Horizon, Bobby held consulting positions with The Terry Group and Aon Hewitt, supporting Fortune 10 companies, state Medicaid programs, national payers, and behavioral health organizations. During his eight years at The Terry Group, he specialized in value-based care analytics and risk modeling for organizations taking on financial risk through alternative payment arrangements. His work included overseeing CMS-HCC and HHS risk score modeling and advising behavioral health stakeholders on the financial mechanics of value-based reimbursement systems.

Bobby is a Fellow of the Society of Actuaries, a Member of the American Academy of Actuaries, and a Fellow of the Conference of Consulting Actuaries. He earned a Bachelor of Arts in Economics, summa cum laude, from DePaul University.
