Caleb Allen

Caleb Allen is a Manager at Third Horizon, where he leads project management and research activities across government, provider, and trade association engagements, supporting initiatives focused on behavioral health transformation, opioid abatement planning, and system improvement.

Caleb has more than seven years of experience in health care consulting and behavioral health strategy. He specializes in qualitative and quantitative research, stakeholder engagement, survey design, strategic planning, and project coordination. At Third Horizon, he has contributed to a range of initiatives, including state, county, and local behavioral health restructuring projects, as well as work in communities with community providers, like Certified Community Behavioral Health Clinic.

Prior to becoming Manager, Caleb advanced through progressive consulting roles at Third Horizon, serving as Analyst and Senior Analyst.

Caleb earned a Bachelor of Arts in International Relations from Wheaton College.
