
Chief Data and Analytics Officer
Christopher Hart is Chief Data and Analytics Officer at Third Horizon, where he leads the development of the firm’s analytics infrastructure and enterprise data systems. He has built the analytics infrastructure that underpins the firm’s data-driven advisory work across multiple practice areas.
Chris has over 24 years of experience across organizational leadership, consulting, and technology development, working with nonprofits, health systems, and government-adjacent organizations. He is skilled in data architecture and business intelligence, including cloud-based system design, electronic health record integration, and applied data science for large-scale population health initiatives. Previously, Chris held founding and leadership roles with RecoveryLink, sr4-DIS Holdings, sr4 Partners, Bliss Training and Consulting, and the McGaw YMCA. He spent more than a decade building and leading sr4 organizations focused on population health, behavioral change strategy, and cloud-based data systems. Across founding and executive leadership roles, he developed scalable data infrastructure and analytics solutions supporting addiction recovery, well-being, and large-scale organizational transformation initiatives. Chris also co-founded RecoveryLink, the nation’s first Electronic Recovery Record platform, and held leadership roles across health care technology and consulting organizations.
Chris earned a Master of Science in Applied Data Science from Syracuse University and a Bachelor of Arts in Business Management from Gettysburg College.
