Courtney Shammas

Courtney Shammas, MS is the DevOps Engineer at Third Horizon, where she supports the design, development, and management of the firm’s IT infrastructure and Data Information System built on Google Cloud Platform. She also contributes to Third Horizon’s Data as a Service initiatives and provides technical guidance across DevOps, cloud infrastructure, and data analytics operations.

Courtney brings five years of experience in health care technology, cloud computing, and data engineering. Her expertise includes cloud architecture, Infrastructure as Code, CI/CD pipelines, automation, data engineering, AI integration, and compliance systems.

Prior to joining Third Horizon, Courtney held data engineering and analytics roles with the Indiana Family and Social Services Administration and the Indiana University Melvin and Bren Simon Cancer Center. At the Indiana Family and Social Services Administration, she developed Azure-based cloud solutions and data pipelines supporting Medicaid analytics across multiple state divisions, including the Office of Medicaid Policy and Planning and the Bureau of Developmental Disability Services. Her work included predictive modeling, dashboard development, waiver and financial analysis, and automated reporting processes that informed statewide policy and operational decisions.

Courtney earned a Master of Science in Data Science from Indiana University, as well as a Bachelor of Science in Mathematics and a Bachelor of Arts in Physics from Indiana University Southeast.
