Jordana Choucair

Jordana Choucair is the Chief Operating Officer at Third Horizon, where she leads the firm’s operations, finance, human resources, communications, technology, and organizational development initiatives. She works closely with the executive leadership team to strengthen the firm’s operational foundation, drive strategic growth, and build the systems, processes, and culture that enable the organization to thrive. Jordana also partners with clients to develop workplace well-being programs and educational resources that help organizations create healthier, more engaged workplaces.

Jordana brings more than 21 years of experience in health care policy, strategic communications, and organizational leadership. Her expertise includes strategic planning, organizational development, operational management, executive communications, professional development, and change management. Throughout her career, she has helped mission-driven organizations strengthen internal operations, navigate organizational change, and translate complex ideas into practical strategies that advance both organizational performance and employee well-being.

Prior to joining Third Horizon, Jordana spent eight years at Leavitt Partners, where she advanced from analyst to Senior Director of Communications and Strategic Planning. She led media relations, publication strategy, executive communications, and organizational communications while directly supporting former U.S. Secretary of Health and Human Services Mike Leavitt on strategic initiatives, speeches, and executive communications. Earlier in her career, Jordana served at the U.S. Department of Health and Human Services under Secretaries Mike Leavitt and Kathleen Sebelius. As Staff Assistant, she led executive briefing and communications processes, advised senior officials on briefing materials and special projects, and served as the department’s staff lead for the U.S.-China Strategic Economic Dialogue. As a Program Analyst in the Office of Budget, she worked closely with the Office of Management and Budget and HHS operating divisions to support the President’s Budget process, monitor congressional appropriations, and strengthen internal planning and budget coordination. She began her career at the National Business Group on Health, where she supported employer health initiatives through research, writing, and policy analysis.

Jordana earned a Master of Public Health, with an emphasis in Policy and Administration, from the University of Arizona and a Bachelor of Science in Community Health from Brigham Young University.
