Lindsay Reeves

Lindsay Reeves is a Senior Director at Third Horizon, where she leads community health and systems transformation initiatives focused on Medicaid strategy, behavioral health capacity building, and cross-sector collaboration. She cultivates strategic partnerships, directs multi-phase consulting engagements, and develops implementation frameworks that translate stakeholder priorities into actionable solutions.

Lindsay brings 15 years of experience in community health, Medicaid policy, and systems change initiatives across Colorado. Her expertise includes stakeholder engagement, strategic planning, facilitation, quality improvement science, health equity analysis, legislative affairs, and budget oversight.

Prior to joining Third Horizon, Lindsay held leadership and program management roles with the Colorado Department of Health Care Policy and Financing, Catholic Charities Diocese of Pueblo, Health Solutions, and the Pueblo Triple Aim Corporation. As American Rescue Plan Act Program Administrator for the Colorado Department of Health Care Policy and Financing, she managed 12 federally funded initiatives focused on behavioral health capacity expansion and Home and Community Based Services improvements. In that role, she oversaw approximately $171.3 million in federal and state funding, including more than $74 million in grants, while developing reporting dashboards, implementation plans, and operational forecasting tools to support statewide initiatives.

Lindsay earned a Master of Nonprofit Management from Regis University and a Bachelor of Science in Integrated Communications from Colorado State University-Pueblo.
