Mindy Klowden

Mindy Klowden is a Managing Director at Third Horizon, where she manages a portfolio of complex engagements for government agencies, provider organizations, and community-based organizations, guiding initiatives focused on crisis system improvement, opioid abatement planning, and integrated care strategy. She oversees client relationships, business development, and multidisciplinary project teams while serving as a subject matter expert on behavioral health systems transformation and integrated care.

Mindy brings more than 30 years of experience in behavioral health policy, systems change, and organizational leadership at the national, state, and local levels. Her expertise includes strategic planning, stakeholder engagement, facilitation, landscape assessments, and behavioral health policy transformation.

Prior to joining Third Horizon, Mindy held leadership roles with the Colorado Behavioral Healthcare Council, the National Council for Mental Well-Being, Jefferson Center for Mental Health, and the Colorado Community Health Network. She also served as chair of the Colorado State Innovation Model (SIM) Practice Transformation Committee under former Governor John Hickenlooper, helping lead statewide efforts to integrate behavioral health, primary care, and public health through multi-payer delivery system reform initiatives.

Mindy earned a master’s degree in Nonprofit Management from Regis University and a Bachelor of Arts in Sociology from The Colorado College.
