Tym Rourke

Tym Rourke, MA is the Managing Director of Advisory Services at Third Horizon, where he provides leadership for the firm’s advisory services team and consults with nonprofits, policymakers, communities, and companies on behavioral health strategy, health policy, government relations, and systems transformation initiatives.

Tym brings more than 30 years of experience in behavioral health policy, substance use prevention, nonprofit leadership, and community engagement. His expertise includes strategic planning, health policy, government affairs, coalition building, and philanthropic strategy. At Third Horizon, he leads efforts focused on reducing health disparities, strengthening behavioral health infrastructure, and improving patient and community-based outcomes through collaborative systems change initiatives.

Prior to joining Third Horizon, Tym held leadership roles with the New Hampshire Charitable Foundation, the Makin’ It Happen Coalition for Resilient Youth, and the New Hampshire Teen Institute. He also served for 13 years as chair and member of the New Hampshire Governor’s Commission on Substance Use, helping shape statewide prevention, treatment, and recovery policy during the height of the opioid crisis. In addition, Tym co-founded the National Substance Use Disorders Funder Collaborative, bringing philanthropic organizations together to coordinate national addiction and recovery funding strategies.

Tym earned a Master of Arts from Lesley University and a Bachelor of Science from Emerson College.
