Zinan Liu

Zinan Liu is a Software Engineer at Third Horizon, where he supports the development and operation of Starset Analytics, the firm’s national health care data platform built on Google Cloud. He contributes to the national price transparency pipeline, building cloud-native ingestion frameworks, managing carrier and provider directory data, and developing scalable systems for processing the large-scale machine-readable files governed by CMS Transparency in Coverage requirements. He works closely with data engineers, analysts, and advisory professionals to ensure reliable, high-quality data delivery for internal analytics and client-facing use cases.

Zinan brings a background in data science and engineering spanning fraud analytics, health care analytics, machine learning, and large-scale data processing. His expertise includes data pipeline development, statistical modeling, large-scale data validation, and cloud-based reporting and visualization, with proficiency in Python, SQL, R, and Google Cloud Platform technologies including BigQuery.

Prior to joining Third Horizon, Zinan held data roles with Discover Financial Services and RecoveryLink. As a Lead Data Science Analyst at Discover Financial Services, he developed fraud prevention strategies, conducted large-scale data validation and regulatory analysis, and built automated solutions to support risk management initiatives. As a Data Analyst at RecoveryLink, he designed interactive R-based dashboards and reports, integrated and analyzed health care datasets, and automated cloud-based reporting workflows on Google Cloud Platform, while also contributing to application development projects involving React, GraphQL, BigQuery, and Power BI.

Zinan earned a Master of Science in Systems Engineering from the University of Pennsylvania and a Bachelor of Engineering, Telecommunication Engineering from Harbin Engineering University.
